to connect with such water, drainage or sewer main or pipe,
or to install on said property sanitary equipment or to discon-
tinue any unsanitary equipment thereon as hereinabove in this
sub-title prescribed, then the Mayor and Council of Salisbury,
in addition to all other powers and remedies conferred upon
it by this sub-title, shall have the power, after having given at
least five days written notice to the owner of said property
by registered mail or by posting the same upon said prop-
erty, to proceed against said property owner so failing to
comply with the mandates of this sub-title or the orders of
the Mayor and Council of Salisbury issued pursuant to this
sub-title, either by bill, petition or otherwise and either in law
or in equity, in the Circuit Court for Wicomico County, and
said Court, upon the filing of such petition, bill or otherwise,
shall have jurisdiction either legal or equitable to grant such
relief to the Mayor and Council of Salisbury either by injunc-
tion, order or otherwise as may seem to it to be appropriate
in the premises and as may seem to it to be necessary for the
proper enforcement of the several provisions of this sub-title.

337. Every act or omission designated as a misdemeanor
in this sub-title, unless otherwise provided, shall be
punishable upon conviction before any Justice of the Peace
or in the Circuit Court of the County within which said of-
fense is committed by a fine not exceeding one hundred dol-
lars or imprisonment for thirty days in the County jail, or
both, in the discretion of the Court or Justice, reserving, nev-
ertheless, unto the party aggrieved the right of appeal as is
now provided under the General Laws of the State. Where
such act or omission is of a continuing nature and is persisted
in in violation of the provisions of this sub-title, or of
any rules or regulations formulated hereunder, a conviction
for one offense shall not be a bar to a conviction for a con-
tinuation of such offense subsequent to the first or any suc-
ceeding conviction.

338. At a special election to be held on June 17, 1924, to
be called and held as now provided by the charter of Salis-
bury for general municipal elections, there shall be submitted
to the qualified voters of the City of Salisbury the question
whether bonds shall be issued for said water and sewerage
systems in Salisbury, and at such election the ballots cast
upon such question shall have the words "Por Bond Issue for
Water and Sewer Systems", and "Against Bond Issue for
Water and Sewer Systems", thereon, and if a majority of the
votes cast upon such question shall be "For Bond Issue for
Water and Sewer Systems" then the Mayor and Council of
Salisbury shall proceed to. execute the power vested in it by
this sub-title, but if a majority of the votes cast shall be
