prompt payment of interest and the proper provision for the
payment of the principal of said bonds shall be assured, the
prompt and proper performance of the respective acts and
duties heretofore defined is specifically enjoined, and any fail-
ure upon the part of any person, persons, body corporate or
agent to perform the necessary acts and duties heretofore
set forth, to pay over the said funds as required, or to use
said funds or any part thereof for any other purpose than for
the payment of the principal and interest on said bonds, is
hereby declared a misdemeanor and punishable as other mis-
demeanors are punishable by Section 338 of this sub-title.
335. For the purpose of providing funds for maintaining,
repairing and operating its water supply, sewerage and drain-
age systems, including overhead expense and proper deprecia-
tion allowance, and for the purpose of providing funds for the
payment of the principal and interest on any bonds heretofore
or hereafter issued by the Mayor and Council of Salisbury pur-
suant to proper authority, other than the authority conferred
by Section 321 of this sub-title, to provide funds for the con-
struction alteration, extension or purchase of the water, sew-
erage and drainage system contemplated by this sub-title, the
Mayor and Council of Salisbury be and it hereby is empow-
ered and directed to make such service rates, water rents
or charges as it may deem necessary, chargeable against
all properties having a connection with any water pipe under
its ownership. Said rates shall be uniform throughout the
City of Salisbury, but subject to change from time to time as
necessary. Bills for the amount of the charges shall be sent
quarterly or semi-annually as the Mayor and Council of Salis-
bury may determine to each property served, and shall be
thereupon, payable at the office of the Mayor and Council of
Salisbury; and if any bill shall remain unpaid after thirty-
days from the date of sending, the Mayor and Council of
Salisbury shall, after written notice, turn off the water from
the property in question, and it shall not be turned on again
until said bill shall have been paid. All such service rates
shall be liens against the property to which such water may
be furnished and shall be collectible as City taxes are now
or may hereafter be by law collected, and shall have the same
priority rights, bear the same interest and penalties and in
every respect to be treated the same as said taxes now are.
336. Whenever any person, firm or corporation having
property abutting on any water, drainage or sewer main or
pipe, constructed, installed or purchased pursuant to the au-
thority conferred by this sub-title, is required by any of the
provisions of this sub-title, or by any order of the Mayor and
Council of Salisbury promulgated pursuant to this sub-title
