work an amount not exceeding one thousand dollars without
advertising or receiving bids. The Mayor and Council of
Salisbury may, however, purchase the necessary pipe, fire
hydrants, valves, specials, tanks, pumps, motors, engines or
such like equipment if, in its discretion, it deems it advisable
and may advertise as aforesaid for bids for the construction,
alteration and extension of any other units in part or as a
whole, using said equipment as in its judgment may be deemed
advisable. All such contracts may be protected by such bonds,
penalties and conditions as the Mayor and Council of Salis-
bury shall require, all of which shall be enforceable in any
Court having jurisdiction.

325. The Mayor and Council of Salisbury shall pro-
vide for each and every property abutting upon a street
or right of way in which, under this Act, a water main
or sanitary sewer is laid, a water service pipe or sewer con-
nection which shall be extended as required from the water
main or sewer to the property line of the abutting lot, said
service pipe or connection to be constructed by and at the sole
expense of the Mayor and Council of Salisbury. When any
water main or sewer is declared by said Mayor and Council of
Salisbury complete and ready for the delivery of water or the
reception of sewerage, every abutting owner shall, after due
notice make connection of all spigots or hydrants, toilets or
waste drains with said water main or sewer within a time pre-
scribed by said municipality. Where the aforesaid fixtures
do not exist or are of a nature which, in the judgment of the
Mayor and Council of Salisbury, is improper or inadequate,
satisfactory equipment shall be installed. All cess-
pools, sink drains and privies shall be abandoned and left
in such a way that they cannot again be used or injuriously
affect the public health, said disposition to be determined by
the Mayor and Council of Salisbury, and all wells that are
found by the Mayor and Council of Salisbury to be polluted
or a menace to health shall likewise be abandoned and closed.
Any violation of the provisions of this section shall be a misde-
meanor punishable under Section 338 of this sub-title.

326. No water supply, sewerage or storm water drainage
system or any part or appurtenances thereof, and no water
mains, sewers or drains or connections therewith, within
such parts or portions of said City of Salisbury as have been
supplied with sewerage or water systems under the provisions
of this Act whether upon private premises or otherwise, shall
be constructed by any person or persons, firm, corporation,
institution or community without the written consent of and
under rules prescribed by the Mayor and Council of Salisbury,
and any violation of this section shall be punishable in the
