an easement within Wicomico County, whether used for pri-
vate purposes or already devoted to a public or quasi-public
use, or any interest therein or any franchise connected there-
with, for the construction, extension and maintenance of any
water supply, water main, sewer or appurtenance thereof, or
for any sewerage disposal plant, reservoir, water purifica-
tion plant, tank or pumping station, or for any other purpose
in connection with the water and sewer systems of the City of
Salisbury; and whenever resort shall be had to condemnation
proceedings, the proceedings shall be as provided by Article
33A of the Annotated Code of Maryland, regulating the pro-
cedure for the acquisition of property for public use by con-
demnation, and all the rights, powers and privileges conferred
by said Article, relating to the condemnation of property for
public use, are hereby expressly conferred upon and vested in
the Mayor and Council of Salisbury. At any time after ten
days following the return and recordation of the verdict or
award in said proceedings, the Mayor and Council of Salis-
bury may enter and take possession of the property so
condemned, upon first paying to the Clerk of the Circuit Court
for Wicomico County the amount of said award and all costs
taxed to date, notwithstanding any appeal or further proceed-
ings upon the part of the defendant; at the time of said pay-
ment, however, it shall give its corporate undertaking to abide
by and fulfill any judgment on such appeal or further pro-
ceedings.

324. The Mayor and Council of Salisbury shall from time to
time cause surveys, studies, plans, specifications and estimates
to be made for water supply, sewerage and storm water drain-
age systems in all those parts of the City of Salisbury in which
there is, in its judgment, a need for water supply, sewerage or
drainage. Whenever plans shall have been completed for a
water supply, sewerage or storm water drainage system, or
any part thereof, in any part of the City of Salisbury and
the Mayor and Council of Salisbury shall have decided after
an opportunity for a hearing has been given, to proceed with
the construction thereof, it shall advertise by notice in such
newspaper or technical press as it may deem proper for bids
for the construction of said system or systems, in part or
as a whole, as in its judgment may appear advisable. The
contract shall be let to the lowest responsible bidder, or the
Mayor and Council of Salisbury may reject any and
all bids, and, if in its discretion the prices quoted are
unreasonable, it may readvertise the work, or any part of it, or
may do any part or all of the work by day labor; provided,
that at any time, the Mayor and Council of Salisbury
may, in its discretion, expend by day labor for construction
