same manner and subject to the same penalties as provided
under Section 338 of this sub-title.

327. Where the City or any person or persons, firm, cor-
poration, institution or community has a completed or par-
tially completed water supply, sewerage or drainage system
or water main, sewer or drain within the City of Salisbury,
the Mayor and Council of Salisbury may, as a part
of the main general system, use and operate said com-
pleted or partially completed system or water main, sewer or
drain; and may use, operate or acquire the same by gift, pur-
chase, condemnation, lease or otherwise, and require all prop-
erties within reasonable distance therefrom to be connected
therewith, and said properties shall thereupon be liable for
the payment of such charges as the Mayor and Council
of Salisbury, may think right and proper, and all of
said properties connected with or to be connected with the
said completed or partially completed water supply, sewerage
or drainage system, shall be subject to all of the provisions
of this Act, and be under the supervision and control of
the Mayor and Council of Salisbury just as though they were
connected with the system constructed or to be constructed
hereunder, and this Act and all parts thereof shall in like
manner and extent apply to and affect the same, or the Mayor
and Council of Salisbury may require such system or partial
system, or water mains, sewers or drains to be connected with
its general system of water supply, sewerage or drainage, and
shall prescribe the annual charge to be paid by the owner for
such connections; or the Mayor and Council of Salisbury if it
finds that such existing water mains, sewers or drains are in any
way unsuitable for incorporation with the system under its con-
trol, or if it cannot make agreements which it deems satisfac-
tory for effecting such incorporation, shall disregard the exist-
ence of such water mains, sewers or drains and construct its
own water mains, sewers or drains in the territory served by
said existing water mains, sewers or drains, and shall require
all properties within said territory to be connected with the
system constructed or to be constructed hereunder. Before
any existing water supply, sewerage or drainage system,
water main, sewer, or drain or appertenance thereof or con-
nection therewith, is connected with the system controlled by
the Mayor and Council of Salisbury, the owner of said ex-
isting water supply, sewerage or drainage system, ' water
main, sewer or drain, or appurtenance thereof or connection
therewith, shall make such changes in or repairs to it as the
Mayor and Council of Salisbury may deem necessary to put it
in proper shape for connection with the system built by the
Mayor and Council of Salisbury, unless such system, main,
