802 LAWS OF MARYLAND. [CH. 406

Police as shall be designated by the Superintendent of State
Police, for the purpose of prompt exchange, collection and dis-
tribution of information throughout the State of Maryland, as
the police problems of the State may require. The Bureau is
hereby authorized and empowered to connect the said system,
directly or indirectly, with similar systems in this or other
states.

37. The teletypewriter system herein provided for may be
made available for use by any department or division of the
State government, and by any county, municipal, town, village,
railroad or other special police department lawfully main-
tained by any corporation in this State. Connection to this
system may be made by any county, municipal, town, village or
other police department maintaining offices which are operat-
ing and open for business twenty-four hours per day or which
the Bureau deems to be strategically located (that is, on a
main highway, at a bridge, ferry, or at any other outlet from
the State), subject to the following terms and conditions:

a. Application for permission to connect with the system
shall be made to the Superintendent of the Department of
State Police, on forms provided by him.

b. Such application may be approved by the said Super-
intendent, if in his sole discretion, he believes such connec-
tion is requisite and necessary for the best interests of the
entire system.

c. Upon approval of such application and before the appli-
cant shall be connected with the teletype system, such appli-
cant shall agree to observe any rules or regulations which have
been or may be issued and adopted by the Superintendent of
the Department of State Police for the efficient operation of
the system; and the said Superintendent is hereby authorized
and empowered to make such reasonable rules and regulations
as in his judgment are necessary and proper for carrying out,
the purposes of this Act, said rules and regulations, when
duly enacted and published not less than three times in some
newspaper of general circulation, to have the force and effect
of law. The applicant shall agree to pay for all electric
power, paper and ribbon supplies and filing equipment neces-
sary to operate his station effectively.

d. The State shall pay all rental for the teletype machine
and for the necessary wire or circuit mileage to connect it
with this system.

38. The Police Communication Bureau shall remain at all
times under the control of the Department of State Police
and such control may be exercised by him through any member
of the Department of State Police that he shall designate for
such purpose.
