CHAPTER 406.
AN ACT to add a new sub-title and five new sections to Article
88B of the Code of Public General Laws (1935 Supplement),
title "State Police", said new sub-title to be known as "Tele-
type System", and said new sections to be known as Sec-
tions 36, 37, 38 and 39, to follow immediately after Section
35 of said Article, to provide a system for exchanging, col-
lecting and distributing police information between the vari-
ous organized police forces of the State of Maryland, and to
connect the same with existing and uniform systems in near-
by States; and to authorize certain expenditures hereunder.
WHEREAS, a number of nearby States have established a uni-
form plan for the distribution of police information known
as "Teletype System", and
WHEREAS, the purpose of said system is the prompt distribu-
tion of police information, both in its preventative aspect and
in the rapidity with which news of crime committed is brought
to all police agencies operating under such a uniform system,
and
WHEREAS, unless this State adopts such a system there is
apprehension that when a crime is committed in some neigh-
boring State the perpetrator will flee to this State because of
the likelihood of his escape, and
WHEREAS, an emergency is thought to exist due to the fact
that this State now has no such system, whereas many nearby
states either have already installed said system or are prepar-
ing to do so.
SECTION 1. Be It enacted by the General Assembly of Mary-
land, That a new sub-title and five new sections be and the
same are hereby added to Article 88B of the Code of Public
General Laws, 1935 Supplement, said new sub-title to read
"Teletype System", and said new sections to be known as 36,
37, 38 and 39, to follow immediately after Section 35 of said
Article and to read as follows:
36. A Police Communication Bureau is hereby created
which shall establish a basic, coordinating police communica-
tion system of teletypewriter communication, operating
through sending and receiving stations, or receiving stations,
only, and such associated equipment as may be necessary, at
the headquarters of the Department of the Maryland State
Police and at such sub-stations or detached posts of the State
