duties of his office shall give bond to the State of Maryland
from an acceptable bonding company with good and sufficient
security to be approved by the said Mayor and Council in such
penalty as the said Council shall prescribe, conditioned that
he shall well and faithfully account for all money paid over to
him by the Bailiff of said corporation, or that may be received
by him from any other person or persons for the use of said
corporation, and shall well and truly pay over to his successor
in office or to the order of said Council, signed by their Clerk
and countersigned by their Mayor, and perform all other
duties of his office according to law and the ordinances of said
Council; he shall keep full and correct account of all moneys
received by him with the sources from which received and the
dates of such receipts, and of the disbursements made by him
with the time when, the persons to whom, and for what ac-
count the same were made.

1039. The said Mayor and Town Council may also annually
levy upon the assessable property within said town, using the
valuation ascertained by the assessors of Montgomery County
as a basis of assessment by a direct tax, not exceeding ten
cents on the one hundred dollars, such sums as they may deem
necessary for the purpose of defraying and settling the ex-
penses likely to be incurred by them on behalf of said corpo-
ration; and the said Mayor and Town Council may apply and
appropriate the funds arising from such tax, as well as other
funds and money belonging to said corporation, in their
discretion, in paying the costs and expenses of lighting and
improving streets, for the payment of a reasonable salary to
an officer or officers, as a majority of qualified voters in meet-
ing assembled shall direct, and for such purposes as in their
judgment will benefit and subserve the public interests of the
people of said town,

1040. The Mayor and Town Council shall annually prepare
an estimate as to the amount of money required over and above
the tax authorized in Section 1039 to provide for the cost
of the public service, such as the collecting of trash, garbage,
the cleaning and clearing of streets, and the lighting of the
streets, and such other public service, insurance, repair and
upkeep of the public buildings and parks and maintenance of
the same, and other charges which may be properly charge-
able to the Town of Washington Grove, and which may be
necessary for the conduct of affairs of the said Town and for
the well-being and the health of the entire community, and
that the Mayor and Town Council shall present such estimate
for the approval of the qualified voters in town meeting as-
sembled on the second Saturday of July of each year, and
upon the approval of a majority of the qualified voters in
