of a notice appearing at least three times in a newspaper pub-
lished in Montgomery County at least ten days prior to the
date of said meeting. All stockholders and property owners
present at said meeting shall be called to order by the Presi-
dent of the said Washington Grove Association, at which time
the meeting assembled shall proceed to elect a temporary
chairman, a clerk, and three judges of the election, and proceed
to hold said election for Mayor and Town Council.

1027. All persons 21 years of age or over and who are
owners jointly or severally of record and the husband or wife
of any such owner of record, of taxable real estate within the
limits of the town of Washington Grove, shall be qualified
voters at all town elections, and shall on the second Saturday
of July, between the hours of seven and ten o'clock P. M., at
such places as the aforesaid judges of election shall appoint,
within the confines of the Town of Washington Grove, elect
by ballot six (6) persons qualified voters as members of the
Town Council of Washington Grove, two of such persons to be
designated to serve one year each, two to be designated to
serve two years each, and two to serve three years each, and
a Mayor to serve one year, or until their successors are duly
elected and qualified, and that such election shall be held at
a town meeting at which all qualified voters may attend, on
the second Saturday of July, and annually thereafter, between
the hours of seven and ten o'clock P. M., at such place as the
Mayor and Town Council of said town shall appoint, to elect
by ballot two persons residents and qualified voters, as mem-
bers of the Town Council, for a term of three years each, to
fill the vacancies occurring by any vacancy or the expiration
of the term of any member or members of the Town Council,
and a Mayor to serve one year.

1028. The Mayor and Town Council, or a majority of them,
shall be judges of said election, or they may appoint any three
voters to act as judges, and the proceedings shall be recorded
under their direction; and every person so appointed, before
he opens an election, shall make oath before a justice of the
peace or notary public for Montgomery County that he will
faithfully and impartially permit every person to vote at such
election who shall be qualified to vote for Mayor and the Town
Council, and that he will not suffer any person to vote at such
election who shall not be legally qualified to vote and that
persons having the highest number of votes for members of the
Town Council shall be declared elected. The person having
the highest number of votes for Mayor shall be elected Mayor.

1029. If at any time an election shall not be held for the
election of a Mayor and Town Council on the day mentioned
