appointment and organization to appoint a Superintendent of
Police and two (2) Sergeants of Police and additional officers
up to the number of police officers authorized herein to serve
temporarily until such time as it may be possible to make per-
manent appointments under the provisions hereof, such tempo-
rary officers, however, not to serve more than four (4) months.
Such officers shall be clothed with all the power and authority
of permanent officers provided for herein but shall be subject
to removal at any time in the discretion of the Police Com-
missioners and shall receive the same salaries provided for
regular police officers herein.

SEC. 15. And be it further enacted, That all Acts or parts
of Acts or any public general or public local laws inconsistent
with the provisions of this Act are hereby repealed to the ex-
tent of such inconsistency.

SEC. 16. And 6e it further enacted, That should any section
or part of section of this Act, including those preceding or those
succeeding this section be found to be invalid or inoperative
by reason of any constitutional prohibition, then such, sections
or parts of sections shall be considered severable from the
balance of said Act, and the remainder of said Act shall be held
and considered as a valid and subsisting Act notwithstanding
such inoperative or invalid section or parts of sections herein.

SEC. 17. And 6e it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and
having been passed upon the yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 51.

AN ACT to repeal and re-enact with amendments Section 763
of Article 4 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Baltimore City", sub-title "Police
Commissioner", increasing the leave of absence, with pay,
of officers of the police force of Baltimore City.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 763 of Article 4 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Baltimore City", sub-
