(f) The deposit made by a foreign building association
with the Treasurer of Maryland shall be held as security for
all claims of residents of the State of Maryland against
such association and be liable for all judgments or decrees
thereon and subjected to the payment thereof in the same man-
ner as the property of other non-residents. Should an associ-
ation cease to do business in the State of Maryland, the
Treasurer of Maryland, upon a certificate from the State Tax
Commission, may release the securities in his discretion, re-
taining sufficient to satisfy all outstanding liabilities.
(g) Foreign building associations shall pay to the State
Tax Commission the following fees:
For filing an application for admission to do business in the
State of Maryland, Two Hundred and Fifty Dollars ($250. 00).
For each certificate of authority and annual renewal thereof,
One Hundred Dollars ($100. 00).
(h) A foreign building association which does business in
this State without first complying with the provisions herein,
or which willfully violates or fails to comply with the pro-
visions of laws relating to foreign building associations shall
forfeit and pay not less than Twenty-five dollars ($25. 00) nor
more than Five Hundred Dollars ($500. 00) to be recovered by
an action in the name of the State and on collection paid into
the State Treasury.
(i) LAWS OF OTHER STATES. RECIPROCATING PROVISIONS:
Whenever by the laws of any State, District of Columbia, or
territory of the United State, any taxes, fines, penalties,
licenses or fees in addition to or in excess of those imposed by
the laws of Maryland upon any foreign building and loan as-
sociations doing business in the State of Maryland are im-
posed upon building and loan associations of the State of
Maryland doing business in such State, District of Columbia,
or territory, or whenever any conditions precedent to the right
to do business in such State, District of Columbia, or territory
are imposed by the laws thereof beyond those imposed upon
such foreign associations by the laws of the State of Maryland,
the same taxes, fines, penalties, licenses, fees and conditions
precedent shall be imposed upon every similar building and
loan association of such State, District of Columbia, or terri-
tory doing or applying to do business in the State of Maryland,
