so long as such foreign laws remain in force; and upon the
failure of such foreign associations to comply therewith, the
State Tax Commission of the State of Maryland shall revoke
the certificate of authority of said association to do business
in the State of Maryland, or shall refuse to grant such certifi-
cate of authority in the first instance.

SECTION 2. And be it further enacted, That this Act shall
become effective as to building associations organized under
the laws of any other State or the District of Columbia when
reciprocal legislation shall have been enacted in such State
or District of Columbia, but in any event it shall become
effective February 1, 1939.

CHAPTER 310.

AN ACT to repeal and re-enact with amendments Section 205
of Article 56 of the Annotated Code of Maryland (1935 Sup-
plement), title "Licenses" sub-title "Traffic Court", author-
izing Justices of the Peace to suspend sentence or place on
probation persons convicted of violating the motor vehicle
laws and correcting errors in said section; providing for the
appointment of a deputy clerk to take charge of the Proba-
tion Department of said Court; and to define the rank, pay
and Pension Fund duties and privileges of Sergeants of the
police force who are now or have heretofore been designated
for service in said Court.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 205 of Article 56 of the Annotated Code
of Maryland (1935 Supplement), title "Licenses", sub-title
"Traffic Court", be, and the same is hereby repealed and re-
enacted with amendments, to read as follows:

205. In addition to the Justices of the Peace provided for
in Section 623 of Article 4 of the Code of Public Local Laws
of Maryland, there shall be appointed by the Governor, by
and with the advice and consent of the Senate, and if the
Senate shall not be in session, by the Governor, from the
City of Baltimore at large, not more than three additional
Justices of the Peace, to be known as the Justices of the
Peace of the Traffic Court, who shall be of high moral char-
