town, countersigned by the Mayor. Out of the funds shall be
paid only the proper expenses for the negotiation, sale and
liquidation of said bonds, or certificate of indebtedness, and for
planning and construction of the roadbed, sidewalk, curb, gut-
ter and street improvement, including drainage and grade.
SEC. 4. In issuing the bonds or certificates of indebtedness
as herein provided, the Mayor and Common Council of Edmon-
ston, shall issue said bonds or certificates according to what is
known as the serial annuity plan, and the series as issued
shall be lettered beginning with the letter "A" and so on down
the alphabet until the amount of Fifty Thousand Dollars
($50, 000) shall have been issued, so that the entire principal
sum shall be redeemable as follows:

B 5, 000 July 1, 1941 or 10 years after date of issue
C 5, 000 July 1, 1942 or 10 years after date of issue
D 5, 000 July 1, 1943 or 10 years after date of issue
E 5, 000 July 1, 1944 or 10 years after date of issue
F 5, 000 July 1, 1945 or 10 years after date of issue
G 5, 000 July 1, 1946 or 10 years after date of issue
H 5, 000 July 1, 1947 or 10 years after date of issue
I 5, 000 July 1, 1948 or 10 years after date of issue
J 5, 000 July 1, 1949 or 10 years after date of issue
SEC. 5. The Mayor and Common Council of Edmonston are
hereby authorized to do all acts not specifically mentioned
herein, which may be necessary to issue and sell said bonds or
certificates of indebtedness, provide for the payment thereof,
and interest thereon and to arrange for the construction of the
roadbeds, sidewalks, curbs, gutters and street improvements,
including drainage and grade, as provided for herein. The
bonds or certificates of indebtedness hereunder shall be the
direct obligation of the Mayor and Common Council of Ed-
monston and said municipal corporation shall be responsible
therefor. In case the assessments hereinafter provided for
shall be insufficient to pay the interest on and redeem said
bonds, then the Mayor and Common Council shall levy and
collect taxes sufficient to make said payments.
SEC. 6. The Mayor and Common Council of Edmonston
shall have the power to assess against the abutting property
and collect from the owners thereof the cost of roadbeds, side-
walks, curbs, gutters and street improvements, including
drainage and grade, constructed under the provisions of this
Act, excepting and excluding the cost of street and public alley
