SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Common Council of Edmonston, in
Prince George's County, a municipal corporation, on the writ-
ten request of a majority of the land owners on any block of
any street in Edmonston desiring to have the same improved,
or on its own volition, whenever it may deem the same may be
necessary and advisable, shall have and it is hereby given au-
thority to construct, repair and improve roadways, alleys,
curbs, sidewalks and gutters in said town, when, where and
in the manner to be determined by the Mayor and Common
Council. At the time of such construction or repair, the
Mayor and Common Council shall arrange for proper drainage
and establish or cause to be established a proper grade for such
street or streets, in accordance with a uniform system.

SEC. 2. That when the Mayor and Common Council of Ed-
monston shall have determined to make roadbed, sidewalk,
curb, gutter and street improvements, or all or any, in any
street in said town, it shall thereupon notify, as far as prac-
ticable, each owner of land abutting on said street proposed
to be improved by depositing said notice in the United States
Postoffice, addressed to such owner's last known address, set-
ting forth that on a certain day to be named therein, which
day shall not be less than one week after the mailing of said
notices, the Mayor and Common Council of Edmonston will
meet to consider the kind and character of roadbed, sidewalk,
curb, gutter and street improvements, or all or any, to be made,
and notifying said owner to appear at said meeting, and ex-
press his views in respect thereto, if he or she so desires; that
at said meeting, the Mayor and Common Council of Edmonston
shall hear the suggestions of said owners, if any, and imme-
diately thereafter, or within a reasonable number of days,
shall determine the character and kind of work to be done,
which determination shall be final and conclusive.

SEC. 3. To effectuate the construction of roadbed, side-
walk, curb, gutter and street improvements, including proper
drainage and establishment of grade, the Mayor and Com-
mon Council of Edmonston, in Prince George's County, a mu-
nicipal corporation, is authorized and empowered to borrow on
the credit of the town from time to time a sum not to exceed
in the aggregate Fifty Thousand Dollars ($50, 000), and to
issue bonds or certificates of indebtedness therefor, with inter-
est not to exceed the rate of six per centum per annum, pay-
able semi-annually. The funds derived from the sale of said
bonds or certificates of indebtedness shall be deposited by the
Mayor and Common Council, through its treasurer, in some
safe banking institution in the State of Maryland, to be deter-
mined by it, and be subject to the check of the treasurer of said
