due, said Commission is authorized to make and fix a reason-
able schedule of charges for the reception and disposal of all
garbage, trash, rubbish, refuse or junk. The receipts there-
from, including the permit fees heretofore authorized, shall,
after payment for the operation of said plant, be applied to-
ward the payment of principal and interest, and in the event
that the net proceeds of said fees and charges are not suf-
ficient to meet the carrying charges of said bonds or notes,
said Commission is authorized to pay the difference out of the
general water receipts provided for in Chapter 122, Acts of
1918, provided, however, that in the event part of the said
water receipts is used for the carrying charges of said bonds
or notes, the Commission shall adjust the water rates, either
consumption charge or service charge, in its discretion, on all
property served by the Commission in Prince George's County
to the extent necessary to meet said deduction, which charges
may be changed from year to year under the provisions of
Chapter 122 of the Acts of 1918.

The Commission may exempt from the operation of this Act,
with the approval of the County Health Officer, any person
firm or institution residing in the above defined boundaries,
engaged in feeding garbage to hogs, or any incorporated Town
which maintains its own dump for municipal purposes.

Any person violating the provisions of this Act shall be
guilty of a misdemeanor and upon conviction thereof, shall
be fined not less than five nor more than fifty dollars, or by
imprisonment for not more than 30 days, or both, in the discre-
tion of the Court.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 297.

AN ACT to authorize the Mayor and Common Council of Ed-
monston, in Prince George's County, a municipal corpora-
tion, with the approval of the qualified voters of said town,
to construct roadbed, sidewalk, curb, gutter and street im-
provements in said town; to borrow on the credit of said
town a sum not to exceed Fifty Thousand Dollars ($50, 000),
and to issue therefor bonds or certificates of indebtedness,
which shall be the direct obligation of said town, to provide
for the liquidation of the same by special assessment on the
lands abutting said improvements.
