421B. The County Commissioners of Harford County are
authorized to issue licenses to persons, firms, corporations or
associations on applications duly made therefor, for the sale
of beverages within the limits of Harford County, subject,
however, to the limitations and restrictions imposed by this
Act. The said County Commissioners shall keep a full record
of all applications for licenses, of all recommendations for and
remonstrances against the granting of licenses, and of the
action taken thereon. The expenses incident to such work
shall be fixed by the County Commissioners and paid from
the funds arising from license fees under this Act.

421C. It shall be lawful for any brewer or manufacturer to
sell to licensees under the provisions of this Act, in Harford
County, any beverage or beverages authorized to be manu-
factured or brewed by the laws of the United States of Amer-
ica, and of the State of Maryland.

421D. Any person, firm, corporation or association de-
siring a license for the sale of beverages under this Act shall
file with the County Commissioners of Harford County an ap-
plication therefor in such form as may be prescribed. The
application shall designate the kind of license desired. Before
the license is issued, the County Commissioners of Harford
County shall satisfy themselves of the moral character and fi-
nancial responsibility of the applicant, the appropriateness
of the location where such licensed business is to be conducted,
taking into consideration the number of such licenses already
issued, and generally as to the applicant's fitness for the trust
to be reposed. Before any license is issued under this Act
the County Commissioners shall determine the whole number
of licenses to be issued within the County, or any particular
District thereof. Each license shall designate the place of busi-
ness of the licensee. Bach application for license shall contain:

First: The name and residence of the applicant, and how
long he has resided within Harford County.

Second: The particular place for which a license is de-
sired, designating the same by street number if practicable;
if not, by such other apt description as definitely locates it.

Third: The name of the owner of the premises upon which
the business licensed is to be carried on.

Fourth: A statement that the applicant applying for a li-
cense in his or her own behalf, or as the representative of a
firm, corporation or association, is a citizen of the United
States and of the State of Maryland, and has been a resident
of Harford County for not less than two (2) years immediate-
ly preceding the date of the application; that he is not less
than twenty-one (21) years of age; and that such applicant
