The Mayor and Aldermen of Frederick, published therein,
except such ordinances as shall have been subsequently
passed, amended or repealed.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Frederick City Code, containing public local
laws of Maryland relating to the City of Frederick, General
Ordinances of The Mayor and Aldermen of Frederick and Spe-
cial Ordinances of said municipal corporation, compiled by
Edward J. Smith, of the Frederick County Bar, published
by the authority of the Mayor and Aldermen of Frederick, be
and the same is hereby legalized, and shall be deemed and
taken in all of the courts of the State, and by all Justices of
the Peace of this State, and by all other public officials there-
in, to be evidence of the laws of Article II of the Code of
Public Local Laws of Maryland, entitled "Frederick County"
sub-title "Frederick" (1930 Edition), and all Public Local
Laws applicable to the City of Frederick, passed by the Gen-
eral Assembly of Maryland subsequent to the year 1930 up
to and including the Acts passed at the Special Session of the
General Assembly of Maryland held December, 1936, and
making it evidence of the passage and contents of the Special
Ordinances published therein, and making said Code the law
of the passage and contents of the revised and codified Gen-
eral Ordinances of The Mayor and Aldermen of Frederick, ex-
cept such ordinances as shall have been subsequently passed,
amended or repealed.

SEC. 2. And be it further enacted, That the revised and
codified General Ordinances of The Mayor and Aldermen of
Frederick contained in said Code and the fines and penalties
therein provided shall be binding and enforceable against all
persons, whether residents or non-residents of said municipal
corporation, even though the same be not published as re-
quired in Section 304 of Article II of the Code of Public Local
Laws of Maryland, entitled "Frederick County", sub-title
"Frederick" Q930 Edition). ,

SEC. 3. And be it further enacted, That all ordinances and
parts of ordinances of The Mayor and Aldermen of Frederick,
inconsistent with the General Ordinances of said municipal
corporation, contained in said Code, be and the same are here-
by repealed, except such ordinances as shall have been sub-
sequently passed, amended or repealed.

SEC. 4. And be it further enacted, That the provisions of
the preceding section shall not effect any act done, or right
accruing or accrued, established or vested, or any suit or pro-
ceeding had or commenced in any case before the time when
