(c) It shall be unlawful for any licensee under this Act to
allow any minor or minors under the age of twenty-one years
to loaf or loiter about the place of business for which such
license is issued.

(d) It shall he unlawful for any licensee under this Act to
allow any disorderly or disreputable persons to congregate at
the place for which such license, is granted.

(e) It shall be unlawful for any retail dealer to purchase
any beer except from a duly licensed wholesaler legally en-
titled to sell the same and no retail dealer shall at any time
keep or permit to be kept upon the licensed premises any al-
coholic beverages of any kind except the beer purchased as
aforesaid.

(f) It shall be unlawful for any person having a license
under this Act to sell, barter, furnish or give away any beer
on Sundays or on any election or primary election day or be-
tween the hours of twelve o'clock midnight and seven o'clock
A. M. on any day.

(g) It shall be unlawful for any licensee under this Act to
violate any provision of his application or of the license issued
thereunder.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 253.

AN ACT to legalize the Frederick City Code, containing Pub-
lic Local Laws of Maryland relating to the City of Freder-
ick, General Ordinances of The Mayor and Aldermen of
Frederick and Special Ordinances of said municipal corpo-
ration, compiled by Edward J. Smith, of the Frederick Coun-
ty Bar, and making it evidence of the law of Article II of
the Code of Public Local Laws of Maryland, entitled "Fred-
erick County", sub-title "Frederick" and all amendments
thereto up to and including the Acts of Assembly passed at
its Special Session held December, 1936, and making it
evidence of the Special Ordinances of The Mayor and Alder-
men of Frederick, published therein, and making said Code
the law of the revised and codified General Ordinances of
