majority of the qualified voters. Taxes so levied and assessed
shall be properly collected by the Clerk of said town, and
shall be turned over within five days to the treasurer of said
town. The Mayor and Commissioners shall fix the amount
of bond for the Clerk, whose bond shall guarantee the collec-
tion of all taxes imposed by the Mayor and Commissioners of
Cresaptown except such insolvencies as may from time to time
be allowed by the Mayor and Commissioners of Cresaptown.
The Mayor and Commissioners must accept for said assess-
ment purposes such values on real and personal property
within said town as are placed thereon by state and county
assessment.

SEC. 11. And be it further enacted, That all fines or for-
feitures provided for by the ordinances of the town of Cresap-
town shall be imposed by a Justice of the Peace of Allegany
County for the election district in which said town is located
upon a warrant to be issued and directed to any policeman,
and the person so convicted and in default of payment thereof
may be committed to the jail in Allegany County or any other
places of confinement provided by the said Mayor and Com-
missioners.

SEC. 12. And be it further enacted, That in case of death
or refusal to act, resignation or disqualification of the Mayor
or any of the Commissioners or Clerk, the remaining Com-
missioners or a majority of them shall have power to appoint
some person or persons to fill their unexpired term, and any
such person shall have all the qualifications to hold such office
as is provided for in this Act.

SEC. 13. And be it further enacted., That the Mayor and
Commissioners of Cresaptown shall annually cause to be made
up, printed and distributed among the citizens of the town of
Cresaptown a detailed financial statement of the town affairs,
showing the financial resources of the town and the existing
liabilities, as well as the income for the previous year and the
expenditure during the same, which statement shall be made
up and distributed not later than the month of June.

SEC. 14. And be it further enacted, That the Mayor and
Commissioners of the town of Cresaptown shall have full power
and authority to contract with any corporate body, individuals
or other persons in order to establish a complete system of
water works and sewerage for the town of Cresaptown, and
shall have power to regulate the erection and management of
the same, by passing ordinances pertaining thereto, and also
to grant by ordinances or otherwise the right to lay conduits
