or water mains or sewer pipes through the streets of said town,
or may contract for such services themselves. And authority
is hereby given said Mayor and Commissioners of Cresap town
to condemn any real or personal property or any interest
therein in Allegany County, if they are not able to agree with
the owners of such rights of way. If the same should become
necessary for the erection of the aforesaid water and sewerage
system; and the Mayor and Commissioners of Cresaptown
shall have all the right and authority as set out in Article
23 of the Code of Public General Laws of Maryland from Sec-
tions 329 to 336, inclusive, and to contract for and condemn
land of sufficient width for the placing of conduits or water
pipes and sewer pipes, and land for a sewerage disposal sys-
tem, and land for reservoirs for the said water system and
they shall have power to pass all such ordinances as may be
necessary to make effective this provision.

SEC. 15. And be it further enacted, That the Mayor and
Commissioners of Cresaptown, in Allegany County, a Munici-
pal Corporation, is hereby authorized and empowered to bor-
row on the faith and credit of the said corporation, a sum of
money not to exceed one hundred thousand dollars ($100, 000)
and to issue bonds therefor under the conditions hereinafter
set forth.

SEC. 16. And be it further enacted, That the said Mayor and
Commissioners of Cresaptown are hereby authorized and em-
powered at any time or times thereafter to enact an ordinance
or ordinances setting out the purpose or purposes for which
the money provided under this Act shall be applied, and the
approximate cost of each item of expenditure, and to submit
the same to the qualified voters of said town of Cresaptown at
an election, and said election shall be held under the super-
vision and direction of the said Mayor and Commissioners of
Cresaptown and in the manner in which the general elections
of the said town are held, and such ordinance shall not be
effective unless a majority of the votes cast at such an elec-
tion shall declare the assent of the voters to the borrowing of
said money and the issuing of said bonds mentioned in said
ordinance, and to the purposes to which said money shall be
applied.

The ordinance or ordinances, mentioned in this section, shall
clearly set forth the amount of the bonds which the Mayor
and Commissioners of Cresaptown desire to issue, a general
description of the purposes or improvements to which the
money is to be applied, and an estimate of the approximate
costs in carrying out such improvements; and the issuance of
bonds under this Act may be submitted by the Mayor and
