the Acts of the First Extraordinary Session of the General
Assembly of 1936, authorizing the Comptroller to pay out
of the "State Fund for Aid to the Needy", certain sums for
the insane hospitals of the State, for administration of the
program of Public Assistance to the Needy Blind, for the
State Board of Agriculture in the program for beetle con-
trol, to increase payments for Old Age Pensions and De-
pendent Children, and to transfer certain other sums to the
Reemployment Service Account in the State Unemployment
Compensation Fund.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 40A of Article 19 of the Annotated Code of
Maryland (1935 Supplement), title "Comptroller", as enacted
by Chapter 10 of the Acts of the First Extraordinary Session
of the General Assembly of 1936, be, and the same is hereby
repealed and re-enacted with amendments to read as follows:
40A. The Comptroller shall pay into a special account in
the general Treasury known as the "State Fund for Aid to the
Needy", the entire balance on hand in the "State Emergency
Relief Fund" and all sums authorized to be paid into said Fund
under the provisions of Section 72P of Article 56 of the Anno-
tated Code of Maryland, and shall pay into the "State Fund
for Aid to the Needy" all taxes collected and received by him
under the provisions of this Act, together with all sums di-
rected to be paid into said Fund by any other provision of
law, and in addition thereto the Treasurer of the State shall
pay into said Fund any surplus in the revenue derived from the
State Inheritance Tax Law which may remain after the crea-
tion of the Reserve Fund and the payment of interest and prin-
cipal requirements of the Emergency Bond Issue of 1935, as
enacted by Chapter 91 of the Acts of the General Assembly of
1935 and after the payment into the Treasury of the $550, 000. 00
of estimated receipts into the General Funds of the Treasury
for each of the fiscal years ending September 30, 1936, and
September 30, 1937. Disbursements from said Fund shall be
made upon warrant of the Comptroller for the following pur-
poses:
(a) To pay the salaries of such additional employees as the
Comptroller shall find necessary to administer and collect said
taxes, and all other expenses incidental thereto. The Comp-
troller is hereby authorized to employ such assistants as he
deems necessary, at such compensation as he may determine,
subject to the approval of the Board of Public Works. All
such employees shall be subject to removal by the Comptroller
at any time for any cause he may deem sufficient.
(b) After the payment of salaries and expenses, as herein-
