there shall be a right of appeal within ten days to the Circuit
Court for said County.

301P. The County Commissioners of Queen Anne's County
are hereby authorized to use any part of the fines collected for
the violation of this Act for hiring detectives or secret service
officers (who shall be deputized proper officers) or for paying
county constables to secure the enforcement of this Act. And
when there are no funds available from fines collected for the
violation of this Act, such County Commissioners are hereby
authorized to appropriate not more than two hundred dollars
annually from the general revenue fund for the purpose of
enforcing the provisions of this Act.

301Q. The intention of this Act is to effectually prevent
and suppress the evasions and violations of the liquor laws in
Queen Anne's County, and for that purpose all the provisions
of this Act shall be liberally construed and interpreted; pro-
vided, however, that nothing contained in this Act shall apply
to shipments by means of common carriers operating under
the Interstate Commerce Act where such carriers have no
knowledge that said shipments contain intoxicating liquors.

SEC. 2. And be it further enacted, That should any section
or part of a section of this Act be held to be invalid for any
reason, such holding shall not be construed as affecting the
validity of any remaining section or part of a section of this
Act, it being the legislative intent that the remainder of this
Act shall stand, notwithstanding the invalidity of such section
or part of a section.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
