above provided, the Comptroller shall set aside such sums as
may be necessary for the payment of refunds.
(c) After the payment of salaries and expenses, and setting
aside a sum for refunds, the Comptroller shall set aside such
sums as may be necessary to pay the expenses of the Board of
State Aid and Charities and the salaries and expenses of the
employees of said Board, and the sum of $2, 100. 00 to pay the
expenses of administration of the program of Public Assist-
ance to the Needy Blind as established by Chapter 145 of the
Acts of 1936.
(d) The Comptroller shall next set aside such sum as may
be necessary, not in excess of f 1, 330, 000, for the payment, or
contribution to the payment of, old age pensions, in accordance
with the provisions of Section 15 of Article 70A of the Code.
(e) The Comptroller shall next set aside such sum as may
be necessary, not in excess of $1, 988, 000, for the payment of, or
contribution to the payment of, aid to dependent children, in
accordance with the provisions of Section 31 of Article 88A of
the Code. Disbursements under sub-sections (d) and (e) of
this Section shall be made under the direction of the Board of
State Aid and Charities, and expended by the County Welfare
Boards or the Department of Welfare of Baltimore City, as
the case may be. Administrative costs as to disbursements
under sub-sections (d) and (e) of these sections of said County
Boards and Department shall be paid out of the funds derived
from local sources, or out of allotments from State Funds, or
both, as the Board of State Aid and Charities may prescribe.
(f) The Comptroller shall next set aside and disburse the
sum of $31, 600. 00, or so much thereof as may be necessary, for
the payment of such salaries, wages and operating expenses as
may be necessary in the operation and maintenance of the new
buildings at the Springfield State Hospital and the Eastern
Shore State Hospital, up to September 30, 1937. The Comp-
troller shall next set aside the sum of $15, 000 for use and
disbursement by the State Board of Agriculture in the pro-
gram for Beetle Control. The Comptroller shall next set
aside and disburse the sum of f 12, 000 for the payment of such
salaries, wages and operating expenses as may be necessary
for the care of the Negro feeble-minded children at Crowns-
ville State Hospital, contingent upon passage of Senate Bill
No. 174. The Comptroller shall next pay the sum of $40, 000. 00,
or so much thereof as may be necessary to match Federal funds
under the Wagner-Heyser Act of June 6, 1933, into the special
"Reemployment Service Account" in the State Unemployment
Compensation Administration Fund, to be expended for the
purposes set out in Section 12 of Article 95A of the Annotated
Code of Maryland, as enacted by Chapter 1 of the Acts of the
Second Extraordinary Session of the General Assembly of
