vision of the town, and shall receive for his services an annual
salary of five hundred dollars; he shall by and with
the consent of the Council appoint three citizens of known
integrity, experience and sound judgment, one of whom shall
be a physician, who together with the Mayor and town attor-
ney, shall constitute the board of health, and as such shall
have all the authority within the limits of said town that is
now or may be hereafter vested in the health officers of Talbot
County, or in inspectors of the State Board of Health, or that
may be vested in them by the charter and ordinances of said
town. The members of the said board shall hold office for two
years from the date of their respective appointments, and
until the qualifications of their successors, and shall receive
such compensation for their services as may be allowed by
ordinance.
SEC. 2. And be it further enacted, That this Act shall take
effect on the 16th day of May, 1938.

CHAPTER 27.
AN ACT to authorize the Mayor and City Council of Salisbury
to refund license fees collected from certain coal dealers.
WHEREAS, Chapter 311 of the Acts of 1935 provided for the
payment of license fees by coal dealers in the City of Salis-
bury; and
WHEREAS, license fees were collected from certain coal deal-
ers selling coal in said City but not from all such dealers:
and
WHEREAS, Chapter 30 of the Acts of the Special Session of
1936 repealed said Chapter 311 of the Acts of 1935; therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Salisbury be and
they are hereby authorized to refund the license fees collected
from the coal dealers who paid said license fees under the
provisions of Chapter 311 of the Acts of 1935.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.
