added to Article 3 of the Public Local Laws of Maryland,
Flack's Code (Edition of 1930), title "Baltimore County",
sub-title "County Commissioners", said new section imme-
diately to follow Section 135B as enacted by Chapter 176 of
the Acts of the General Assembly of 1935 and to be known as
Section 135C, and to read as follows:
135C. At any time and from time to time hereafter, when-
ever the amount of taxes collected and/or of funds available
from taxes collected shall be insufficient to meet the current
expenses and/or current obligations, of any and every
character, of Baltimore County, and/or at any time and from
time to time hereafter, whenever in the opinion of the Board
of County Commissioners of Baltimore County, it shall be
necessary for the protection of the health, morals and/or
safety of the people of the County, the said Board of County
Commissioners of Baltimore County shall be and they are
hereby authorized to borrow upon the faith and credit of said
County, in addition to the sum or sums authorized in Section
135 of said Article 3, such other and extra sum or sums of
money as in their discretion may be necessary to pay such
expenses and/or obligations and/or to provide for such pro-
tection of health, morals and/or safety; provided that the
total indebtedness of said County created under this section,
said Sections 135A, 135B and Section 126 of said Article 3
actually outstanding at any one time shall never exceed the
sum of five hundred and fifty thousand dollars ($550, 000. 00).
For any indebtedness created hereunder, the Board of County
Commissioners hereafter shall issue the note or notes of said
County Commissioners of Baltimore County, said note or
notes to be signed by the President of said Board of County
Commissioners and countersigned by the Treasurer of Balti-
more County, and to bear the sea) of said Board of County
Commissioners of Baltimore County. A certified copy of a
resolution of the Board of County Commissioners authorizing
the issuance of said note or notes, certified to be a true copy
by the Clerk of said Board, under the seal of said Board,
which resolution recites that the amount of taxes collected
and/or of funds available from taxes collected is insufficient
to meet the current expenses and/or current obligations, of
each and every character, of said County, and/or that in the
opinion of the Board of County Commissioners of said County
the creation of said indebtedness is necessary for the protec-
tion of the health, morals or safety of the people of said
County, shall be conclusive evidence of the facts so recited, in
any proceeding involving the validity of any note or notes
issued under this section. Said note or notes shall bear such
rate or rates of interest and shall be payable at such time or
