were over $6, 000, 000. 00. In addition to these objections, there
are serious objections to the provisions of the bill legalizing
book-making and certain gambling devices which are contrary
to the fundamental principles and moral standards of our
State. I am convinced that the people of Maryland do not
approve the further liberalization and enlargement of the
gambling laws.

For the above reasons, I have vetoed this bill and have called
the General Assembly into Special Session to consider the
enactment of an adequate relief measure.

ST. MARY'S COUNTY.

Chapter 333, House Bill 356, allows the County Treasurer of
St. Mary's County a commission of 5% for the collection of
State taxes, the 5% to be added to the tax bills for State
taxes. This would, therefore, impose an additional and un-
necessary burden upon the taxpayers of that County and for
this reason, and also because it is contrary to the state-wide
law which has uniform provisions throughout the State, I have
vetoed this bill.

Chapter 357, Senate Bill 294, provides for the licensing of
slot machines, claw machines, etc., in St. Mary's County. I
vetoed Chapter 382 on the ground that it contained, among
other objectionable features, a provision for similar gambling
devices. I can see no reason, at this time, for reversing my
action on this subject, especially since the Special Session of
the Legislature of 1937 refused to legalize slot and claw
machines. Furthermore, to approve a local bill which is in
conflict with the state-wide law, does not seem to be a sound
policy. I have, therefore, vetoed this bill.

SALISBURY.

Chapter 19, House Bill 146, relates to junk dealers and
second-hand dealers in the City of Salisbury. The subject
matter of this bill is sufficiently covered by existing law and
I have, therefore, vetoed it.

TALBOT COUNTY.

Chapter 334, House Bill 358, provides that certain waters
of the Chesapeake Bay shall be a part of the waters of Talbot
County. This bill, in my opinion, establishes an unwise
precedent, which later may prove embarrassing, and I have,
therefore, vetoed the bill.
