HARRY W. NICE, GOVERNOR. 1379

Chapter 344, Senate Bill 132, requires motor vehicles to stop
behind school busses in all the Counties of the State. I am
advised by the Attorney-General that the bill is invalid because
the title provides that it shall apply to one County, while the
body of the bill makes it state-wide in its application. It is
with reluctance, therefore, that I veto this bill.

Chapter 429, House Bill 487, makes further regulations re-
lative to the registration of manufacturers of and distributors
and dealers in new motor vehicles. The Attorney-General has
advised me that this bill is unconstitutional and I have, there-
fore, vetoed it.

PETTY LOANS.

Chapter 346, Senate Bill 198, prohibits the charging of in-
terest of more than 6% upon loans secured by real or leasehold
property. Chapter 358, Senate Bill 295, which has already
been signed by me, includes a similar provision. Therefore,
this bill has been vetoed.

Chapter 359, Senate Bill 296, provides for the licensing and
regulation of the business of procuring small loans. The Real
Estate Board and the Bar Association of Baltimore City, as
well as many building associations and individuals throughout
the State, have protested against the approval of this bill on
the ground that it would impose an unnecessary and unreason-
able restriction upon the right of procuring real estate loans.
I have, therefore, vetoed it.

PISTOLS.

Chapter 427, House Bill 475, relates to the sale, identifica-
tion marks and possession of pistols. As the subject matter
of this bill seems to be amply covered by Article 27, Section 42
of the Public General Laws of the State, I have vetoed this bill.

RELIEF TAXES.

Chapter 382, Senate Bill 331, imposes certain taxes to pro-
vide the revenues to take care of old age pensions, aid for the
needy and for general relief purposes.

As to some of the taxes which are imposed by the bill, there
are no objections. Since the adjournment of the Legislature,
I have given serious consideration to the provisions of the bill
and have received advice from competent sources as to the
estimated revenue from the items incorporated in the bill.
Upon the best advice obtainable by me, I am convinced that
instead of raising $5, 060, 000. 00, as estimated, the bill will pro-
duce not more than $3, 600, 000. 00. The estimated relief needs
