for State deposits, etc. The State Treasurer and the State
Bank Commissioner strongly protested against the approval
of the bill and, accepting their advice, I have accordingly
vetoed it,

MARRIAGES.

Chapter 72, Senate Bill 40, increases the fee for marriage
licenses in Cecil County.

Chapter 73, Senate Bill 47, fixes the hours within which the
Clerk of the Court in Cecil County may issue marriage
licenses.

As the general subject matter of these two bills has been
covered by Chapter 91 of the Acts of 1937, which has been
signed, I have vetoed these two bills.

MERIT SYSTEM.

Chapter 195, Senate Bill 244, provides that any person per-
forming the duties of an assigned classification for five con-
secutive years shall be considered a fully classified employee.
This bill was returned to the Senate on April 2nd with my
reasons for disapproval. In this message, I stated that I saw
no sound reason for such legislation and that it would con-
stitute a bad precedent for the future. The full message will
be found in the Senate Journal for April 2nd, 1937.

Chapter 246, House Bill 274, provides for an appeal to the
Board of Public Works from the decision of the State Employ-
ment Commissioner as to dismissal or demotion of any em-
ployee of the classified service. The right of appeal is amply
provided for in the existing laws and I have, therefore, vetoed
this bill.

MOTOR VEHICLES.

Chapter 233, House Bill 52, provides for a social premium
plan to promote care and safety in the operation of motor
vehicles. The Commissioner and Deputy Commissioner of
Motor Vehicles protested against the approval of the bill on
the ground that the Act does not provide for the raising of
funds to make the Act effective and that there are no funds
available to put its provisions into operation. I am very
reluctant to disapprove any legislation which has for its
object the increasing of safety on the public highways but, in
view of the fiscal situation in connection with this bill, I have
no alternative except to disapprove it. I have, therefore,
vetoed the bill.
