GARRETT COUNTY BILLS.

Chapter 62, House Bill 48, provides for the payment of
bounties for killing wild cats, weasels, and foxes in Garrett
County. This bill imposes the burden of the payment of the
bounties upon the Conservation Commission of the State and
as, in my opinion, this should be paid for by the County, I
have vetoed the bill.

Chapter 210, House Bill 469, regulates the publication of
statements regarding the annual tax levy. The subject matter
of this bill is amply covered by existing law and I have, there-
fore, vetoed it.

Chapter 218, House Bill 159, relates to the selling of prop-
erty purchased by the County at a tax sale. Since the subject
matter of this bill is covered by Chapters 245 and 248 of the
Acts of 1937, 1 have vetoed this bill.

HOUSING.

Chapter 519, House Bill 71, adds to the powers of the Mary-
land Emergency Housing & Park Commission. As this would
result in an added expense to the State without any corres-
ponding benefits, I have vetoed it.

Chapter 522, House Bill 155, creates the Greenbelt Housing
Authority and defines its powers and duties. I have already
approved a state-wide law relating to Housing Authorities
which will take care of Greenbelt, therefore, I have vetoed
this bill.

INHERITANCE TAX.

Chapter 502, Senate Bill 229, requires banking institutions
and transfer agents to notify the Register of Wills of the
death of any joint tenant or tenants in common when such
institutions or agents have actual knowledge of such death.
The banking institutions of the State are, at the present time,
co-operating fully in the accomplishment of the purposes set
forth in this bill, so that there is no apparent necessity for this
legislation. Many of these institutions have requested the
disapproval of the bill and I have, therefore, vetoed it.

INVESTMENTS.

Chapter 168, Senate Bill 63, provides that bonds, notes, etc.,
issued by Federal Land Banks and certain other Federal
agencies shall be lawful investments for trust funds, collateral
