1376 VETOES.

Chapter 415, House Bill 430, relating to fishing in the
Monocacy River in Carroll County, is a duplicate of Chapter 7?
Senate Bill 27, of the Special Session, which has been signed.

Chapter 498, Senate Bill 179, exempting conditional sales
contracts relating to the sale of motor vehicles from the stamp
or document tax, is a duplicate of Chapter 8, Senate Bill 28,
of the Special Session, which has been signed.

Chapter 516, House Bill 2, relating to unemployment com-
pensation, is a duplicate of Chapter 2, House Bill 11, of the
Special Session, which has been signed.

For these reasons, each of the bills first above-mentioned has
been vetoed.

ELECTIONS.

Chapter 278, House Bill 348, provides for the nomination of
certain candidates by election districts in Somerset County.
This would deprive the voters of the entire County in primary
elections of the opportunity to pass upon the qualifications of
candidates. Therefore, I have vetoed the bill.

Chapter 376, Senate Bill 342, provides for a general regis-
tration of voters in St. Mary's County in 1938. I can find no
sound reason for imposing upon the people of St. Mary's
County the expense of a general registration. I have, there-
fore, vetoed the bill.

ESCHEATED LANDS.

Chapter 402, House Bill 263, provides that escheated lands
may be sold and the proceeds paid to the Board of Education
of Baltimore City or the several Counties, as the case may be,
or that said lands shall become the property of said Board.
This bill changes a well-established law, which has been in
effect for over 100 years. Furthermore, the Land Commissioner
and Deputy Land Commissioner requested its disapproval. I
have, therefore, vetoed the bill.

EXECUTIVE ORDERS.

Chapter 249, House Bill 412, provides for the filing of all
executive orders, rules or regulations adopted by any officer
or department with the Secretary of State and the Depart-
ment of Legislative Reference and requires the Secretary of
State to print such orders and regulations every two years for
public distribution. This would require the expenditure of a
considerable sum of money for which no funds have been pro-
vided and I have, therefore, vetoed the bill.
