passed on the assumption that a state-wide law covering this
subject would be enacted but the latter failed to pass and I
am, upon the advice of the Comptroller's Office, vetoing this
bill.
Chapter 416, House Bill 438, eliminates the provision which
prohibits the sale of alcoholic beverages at a bar or counter
on Sunday or between the hours of midnight and 6 A. M. on
other days. Since the present law permits the sale of alco-
holic beverages in the City of Baltimore on Sunday, under
certain restrictions, I see no reason why these restrictions
should be changed at the present time. I have, therefore,
vetoed this bill.
Chapter 535, House Bill 493, regulates the sale of alcoholic
beverages in Frederick County on Sunday. I have received
numerous protests from citizens of Frederick City and
Frederick County and I have, therefore, vetoed the bill.
ALLEGANY COUNTY.
Chapter 436, House Bill 517, relates to the quarters for the
Justices of the Peace At Large who sit for trial of cases in
the City of Cumberland. The County Commissioners of Alle-
gany County already have sufficient power to accomplish the
purpose proposed by this bill, and I have, therefore, vetoed it.
ANNE ARUNDEL COUNTY BILLS.
Chapter 114, House Bill 250, relates to contracts for the
purchase of books, stationery, etc., and the printing of notices
and newspaper advertisements.
The County Commissioners already possess sufficient
authority to do the things authorized by this bill and I have,
therefore, vetoed it.
Chapter 115, House Bill 251, authorizes the Commissioners
of Anne Arundel County to make regulations governing the
location of public cemeteries.
This bill vests rather arbitrary powers in the County Com-
missioners, which do not seem to me to be warranted at the
present time. I have, therefore, vetoed the bill.
Chapter 317, House Bill 468, provides for a special tax in
Woodland Beach for road maintenance.
Many property owners in the area affected have protested
against the bill and I have, therefore, vetoed it.
