VETOES

BILLS PASSED BY THE LEGISLATURE OF 1937 AND

VETOED BY GOVERNOR NICE AND HIS REASONS

IN EACH CASE FOR THE SAME.

THE TOTAL NUMBER OF BILLS VETOED IS 64.

(All of these Mils were vetoed by the Governor after the ad-
journment of the Legislature, with the exception of
Chapter 246, either having been presented to him after the
adjournment of the Legislature or not in sufficient time to
require executive action Before adjournment. )

ADOPTION.

Chapter 4, House Bill 3, declares Samuel Herbert Ross to
be the adopted son of John G. Jeffers and Martha C. Jeffers.

Chapter 12, House Bill 26, declares Evelyn C. Warren to
be the adopted daughter of Walter L. Price.

Chapter 13, House Bill 27, declares John Warren to be the
adopted son of Walter L. Price.

Chapter 59, House Bill 63, declares Minnette L. Pruce to be
the adopted daughter of Louis Gold.

Chapter 236, House Bill 457, declares Dorothy A. Thomasson
to be the adopted daughter of Robert E. De'Schon.

All of these bills are disapproved because they are special
laws providing for the adoption of adults in individual cases
and the Attorney-General has ruled that they are invalid. A
general law, Chapter 172 of the Acts of 1937, provides a method
for the adoption of adults and has been approved by me. Prior
to the approval of this Act, however, I had approved Chapters
48 and 187 of the Acts of 1937, providing for the adoption of
certain adults.

ALCOHOLIC BEVERAGES

Chapter 413, House Bill 423, relates to wholesale beer and
light wine licenses in Prince George's County. This bill was
