1374 VETOES.

ARMISTICE DAY.

Chapter 240, House Bill 54, provides that Armistice Day
shall be a school holiday in Baltimore City. The school
authorities of Baltimore City, through the City Solicitor, pro-
tested the approval of this bill and for that reason and for the
further reason that the Act apparently violates the Home
Rule provisions of the Constitution in so far as Baltimore City
is concerned, I have vetoed this bill.

BALTIMORE CITY.

Chapter 526, House Bill 268, provides for the refund of con-
tributions to the special police pension fund of Baltimore City,
under certain conditions. The changes proposed are somewhat
ambiguous and would probably be construed to be retroactive,
thereby making it impossible to estimate the cost which it
would impose upon the City of Baltimore. The bill, no doubt,
possesses some merit but, in view of the uncertainties, I do
not feel justified in giving it my approval. I have, therefore,
vetoed the bill.

Chapter 531, House Bill 374, relates to the transfer by the
Police Commissioner of members of the Police Department of
Baltimore City from the Detective Service to the Uniformed
Force, under certain conditions. Since this legislation has a
tendency to hamper the discretion and judgment of the Police
Commissioner, I have vetoed it.

BANKS AND TRUST COMPANIES.

Chapter 23, House Bill 221, repeals a section of the Code re-
lating to the double liability of stockholders of banks and trust
companies. The general subject matter of this bill is covered
by Chapter 81, which has been signed, and, on the advice of
the Attorney-General, I have vetoed this bill.

BLACK BASS.

Chapter 362, Senate Bill 305, changes the season for taking
Black Bass in tidal waters. The Conservation Commission
recommends its disapproval and as the change in the season
would interfere with the spawning season of the Black Bass,
I have vetoed it.

DENTON.

Chapter 229, Senate Bill 274, directs the Commissioners of
the Town of Denton to improve Third Street and Lincoln
