NO. 24.

Joint Resolution authorizing the appointment by the Gov-
ernor of an unpaid and non-partisan Commission to investi-
gate and study conditions affecting the youth of this State,
and to consider plans to assist this portion of our popula-
tion in obtaining more adequate industrial, recreational and
educational opportunities.

WHEREAS, An intensive study of problems affecting the
youth of this State is now being conducted by the American
Youth Commission, a non-governmental agency, working
under the direction of the American Council of Education; and

WHEREAS, It is the opinion of many thoughtful citizens that
much of the anti-social behavior of youth is attributable to
the lack of employment and want of other opportunities by
our young people; and

WHEREAS, The factual information resulting from the study
now being made by the American Youth Commission will bear
directly on the prevalence of (5rime, industrial opportunities
and the educational and recreational needs affecting the youth
of this State; and

WHEREAS, It is desirable that there should be a body of
interested citizens to receive, consider, and make effective the
recommendations in such study as may be applicable at this
time; therefore, be it

Resolved by the General Assembly of Maryland, That the
Governor be and is hereby authorized to appoint a body of
not more than fifteen persons who shall constitute a Com-
mission known as the Maryland Youth Commission. The mem-
bers of said Commission to serve without pay and shall be
named without regard to political affiliation; and be it further

Resolved, That it shall be the duty of said Commission to re-
ceive and study the report of the American Youth Commission
and such other data as may be available, and to recommend to
the next General Assembly such plans as may be considered
necessary to meet existing needs; and be it further

Resolved, That it shall be the duty of the Commission to
prepare a report of its recommendations and submit same to
the Governor not later than December 31st, 1938, for trans-
mission by the Governor to the General Assembly; and be it
further

Resolved, That whatever expenses the Commission shall
incur shall be defrayed out of their own funds and not at the
expense of the State.
