period, but in so doing, provide that only thirty days hunting
shall be permitted in the State of Maryland; and be it further

Resolved, That the Representatives from the State of Mary-
land in the Senate and House of Representatives of the United
States be and they are hereby requested to urge upon the said
United States Biological Survey the importance of this matter;
and be it further

Resolved, That the Secretary of the State of Maryland be
and he is hereby requested to transmit under the Great Seal
of this State a copy of the aforegoing Resolution to the Presi-
dent of the United States and the Secretary of the Department
of Agriculture of the United States, and to the United States
Biological Survey.

NO. 4.

A Joint Resolution of the General Assembly of Maryland
authorizing and directing the Governor of Maryland to ap-
point a commission of nine qualified and representative
citizens of Maryland to make a thorough and comprehensive
survey of the needs and existing facilities for the care and
treatment of the insane and mentally defective persons liv-
ing in Maryland.

WHEREAS, a Committee, nominated by the Medical and Chi-
rurgical Faculty of Maryland, was commissioned during Janu-
ary, 1936, by the Governor of Maryland to make an investiga-
tion of Maryland's present system for the care and treatment
of those of its citizens who are mentally sick and feeble-
minded; and

WHEREAS, the said Committee, in the report recently sub-
mitted by it to the Governor, stated that a true picture of
existing conditions and future needs, as affecting residents of
the State who are mentally handicapped, can only be presented
if a census be taken to ascertain the number of persons living
in Maryland who are insane or otherwise mentally sick, the
proportion of such persons for whose care the present facilities
of the State are adequate and the character and effectiveness of
such facilities; and

WHEREAS, the said Committee, in its report, strongly recom-
mended that the General Assembly of Maryland, at its present
