1354 JOINT RESOLUTIONS.

session, authorize the appointment by the Governor of a group
of representative, qualified and competent citizens of Mary-
land to conduct a thorough survey of the needs and existing
facilities for the care and treatment of the mentally defective
and insane in Maryland, with power to secure the cooperation
of such technical experts as may appear to be necessary for
carrying on said work and may be available for that purpose;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the
Governor of Maryland be and he is hereby authorized and
directed to appoint a Commission of nine qualified and repre-
sentative citizens of Maryland, not more than four of whom
may be members of the medical profession, and at least two
of whom shall reside in the Counties, to make a thorough and
comprehensive survey of the needs and existing facilities for
the care and treatment of the insane and mentally defective
persons living in Maryland, with full power and authority to
said Commission to secure, in conducting said investigation,
the aid and cooperation of such technical experts, either from
one of the great medical foundations of the country or from
other sources, as it may deem necessary for the intelligent
prosecution of its duties, with the understanding, however, that
the making of such study shall impose no expense upon the
State of Maryland; and be it further

Resolved, That the Governor be and he is hereby authorized
to request and direct the superintendents of the State's
hospitals for the care of the insane and feeble-minded,
the heads of its penal institutions and all other State officials
to cooperate in every possible way with said Commission to
facilitate a thorough and expeditious discharge of the duties
hereby assigned to it; and be it further

Resolved, That said Commission make a full and complete
report of its findings and recommendations to the General
Assembly of this State at its next regular session which will
convene in January, 1939.
