pired term shall serve for the remainder of such term; and
each member shall continue to hold office until his successor
qualifies.

305B. The Authority shall annually elect a Chairman
from among its members. Meetings of the Authority shall
be held at such times and places as the Chairman may
designate by notice to the members. Three members shall
constitute a quorum, but the assent of at least a majority of
all members shall be required for any action by the Authority.
The Authority shall keep a complete record of its proceedings
and not later than May 1st in each year, shall make a report
of its activities, receipts and expenditures during the preced-
ing fiscal year ending March 31st to the Mayor and City
Council of Havre de Grace. The Mayor shall make available
to the Authority such clerical assistance as it may require in
its activities and for keeping its records.

305C. The Authority shall have charge and supervision
over the City Park and Yacht Basin at the City of Havre de
Grace, and shall have power, by regulations,

(1) to regulate, control and prohibit the use thereof and
the navigation or anchoring of boats, rafts or floats in said
Basin;

(2) to impose and collect such rents and fees for such use
as it shall deem reasonable; and

(3) to provide rules for maintaining order therein.

Such regulations shall become effective fifteen days after
publication of the text thereof in two newspapers in the City
of Havre de Grace. Such regulations may be amended, sus-
pended or repealed by subsequent regulations. The Authority
may appoint one inspector, to enforce such regulations and to
collect such fees and rents.

After payment from the rents and fees of all expenses,
including expenses for publication of regulations, the Author-
ity shall pay the balance thereof remaining at the end of each
fiscal year to the City Treasurer for the use of the City of
Havre de Grace.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

ACT to add a new section to Article 81 of the Annotated
Code of Maryland (1935 Supplement), title "Revenue and
