stitutional, the said section, sentence, clause or part thereof
shall be deemed and taken to be severable from the balance of
said Act and all the balance of said section, sentence, clause,
or parts of sections and all the balance of said Act shall be1
and remain as a valid and subsisting Act.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
(3/5ths) of all of the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 545.
AN ACT to add three new sections to Article 13 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Harford County", sub-title "Havre de Grace", said new
sections to be known as Sections 305A, 305B and 305C, to
follow immediately after Section 305 of said Article, to
create a Park and Harbor Authority to regulate use of the
City Park and Yacht Basin at Havre de Grace and to fix
the powers and duties of said Authority.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That three new sections be and they are hereby added
to Article 13 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Harford County", sub-title "Havre de
Grace", said new sections to be known as Sections 305A, 305B
and 305C, to follow immediately after Section 305 of said
Article, and to read as follows:
305A. A "Park and Harbor Authority" to be composed of
five members, is hereby created for the City of Havre de Grace.
The members of said Authority shall serve without compensa-
tion, and shall be appointed by the Mayor and City Council
of Havre de Grace. Upon the appointment of the original
members of said Authority, the Mayor and City Council shall
designate one of such members to serve for one year, one to
serve for two years, one to serve for three years, one to serve
for four years, and one to serve for five years from May 1,
1937. Thereafter the term of office of members shall be five
years, but a member appointed to fill a vacancy in an unex-
