respect to any positions or vacancies in said classified service
shall be made only in accordance with this sub-title and Article
64A of the Annotated Code of Maryland and any amendment
thereof, and the rules and classifications adopted by the Com-
mission pursuant thereto, in so far as applicable, except that
in making appointments or promotions, the appointing author-
ity may give preference to residents of Montgomery County
whose names appear on the list of eligibles certified by the
Commissioner. Except as otherwise provided in this sub-title,
the provisions of said Article 64A, including definitions of
terms, shall govern said classified service. The Commissioner
of State Employment and Registration is hereby authorized
and directed to conduct examinations, promulgate rules, and
otherwise extend the facilities of his office to establish and
operate said classified service in Montgomery County in con-
formance with said Article 64A and this sub-title.
630A. On and after November 1, 1937, or as soon thereafter
as an eligible successor qualifies, any person who, on the effec-
tive date hereof, holds any position placed hereby in the clas-
sified service, shall cease to hold said position unless, prior to
November 1, 1937, such person shall have taken the examina-
tion required therefor and received a rating, after adding the
credit provided below, making him eligible to be certified by
the Commissioner for appointment to said position, but any
incumbent receiving such rating shall continue to hold said
position as an employee in said classified service.
In the determination of his eligibility rating, any such
incumbent shall receive for each year of service rendered
prior to the effective date hereof, not in excess of five, a credit
of one point.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1. 1937.

CHAPTER 486.
AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wash-
ington County", sub-title "County Commissioners", said new
section to be known as Section 162A and to follow imme-
diately after Section 162 of said Article, making it unlawful
for the County Commissioners or any employee of Wash-
ington County to enter into any contract of sale or pur-
