chase to which said County is a party involving more than
$500. 00 without advertising for bids.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, 'That a new section be and it is hereby added to Article
22 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Washington County", sub-title "County Commis-
sioners", said new section to be known as Section 162A, to
follow immediately after Section 162 of said Article, and to
read as follows:
162A. It shall be unlawful for the County Commissioners
of Washington County, or any employee of said County, to
enter into any contract of sale or purchase to which said
County is a party, where the amount involved in said con-
tract exceeds the sum of $500. 00 without advertising for bids
in one or more newspapers published in said County, the pub-
lication of said advertisement to appear at least once a week
prior to the date on which bids are to be filed. Any contract
of sale shall be awarded to the highest responsible bidder
and any contract of purchase shall be awarded to the lowest
responsible bidder, but said County Commissioners shall have
the right to reject any and all bids. Any contract entered
into in violation of the provisions of this section shall be null
and void; provided, however, that the provisions of this sec-
tion shall not apply to any contract or other transaction in-
volving the deposit of County funds in any authorized State
-or Federal Banking institution and shall not apply to neces-
sary repairs made in case of emergency.
SEC. 2. And be it further enacted, That this Act shall take
'effect June 1, 1937.

CHAPTER 487.
AN ACT to authorize the creation of a State debt in the aggre-
gate amount of Nine Million, Fifty-Two Thousand Dollars
($9, 052, 000. 00), the proceeds thereof to be used for the
following purposes; for funding of accrued liability of the
Teachers' Retirement Fund; for certain necessary building
construction and equipment purposes of the State; for the
restoration of highway funds to be allocated in the same
proportion as said funds would have been allocated and dis-
tributed if said funds had not been transferred to the
General Treasury of the State in the Budget for the years
