cost of said building, enlarging, remodeling, improving, and
equipping program hereinbefore provided.

SEC. 15. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote, supported by three-fifths of all members
elected to each of the two Houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

CHAPTER 485.

AN ACT to add three new sections to Article 16 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Montgomery County", to be under a new sub-title "Merit
System", said new sections to be known as Sections 629, 630
and 630A and to follow immediately after Section 628 of
said Article, to extend the classified service to certain posi-
tions in Montgomery County.

SECTION 1. Be it enacted 'by the General Assembly of Mary-
land, That three new sections be and they are hereby added to
Article 16 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Montgomery County", to be under a new
sub-title "Merit System", said new sections to be known as
Sections 629, 630 and 630A, to follow immediately after Sec-
tion 628 of said Article, and to read as follows:

629. A classified service is hereby created for Montgomery
County. Said classified service shall include all offices of
profit or trust and all places of employment, now existing or
hereafter created, whether temporary or permanent, in the
service of Montgomery County or of any bureau, board, com-
mission, department, institution, or office of said county other
than positions (1) of officers elected by popular vote; (2) of
officers whose appointment is provided in the Constitution;
(3) involving teaching or supervisory duties which are filled
by the Board of Education; or (4) covered by Sections 691,
692, and 694 of this Article.

630. From and after June 1, 1937, all appointments,
removals, promotions, lay-offs, re-instatements, suspensions,
leaves of absence or changes in class or compensation with
