shall not become legally binding and effective until they have
been approved as aforesaid.

SEC. 9. And be it further enacted, That for the purpose
of paying the interest on said bonds, as it becomes due, and
redeeming the said bonds as they mature, The County Com-
missioners of Dorchester County, Maryland, shall levy for the
year 1938, and annually thereafter until all of said bonds
issued under authority of this Act shall mature and be re-
deemed, provided the said The County Commissioners of Dor-
chester County, Maryland, in their discretion, issue said bonds,
a tax upon the assessable property of Dorchester County suffi-
cient to pay the annual interest on said bonds outstanding,
and to redeem said bonds as they mature and become due,
said taxes to be collected as other taxes levied in said County
are collected.

SEC. 10. And be it further enacted, That each of said Com-
missions shall have the power in its name for its respective
plans to make contracts for the work aforesaid, or any part
thereof, or any work or expense incident thereto, as well as
for equipping or furnishing the same, subject to the approval
of the Board of Education of Dorchester County and the State
Superintendent of Schools, as aforesaid, and subject to the
approval of The County Commissioners of Dorchester County,
Maryland. The said Commissions shall invite sealed proposals
for such work or equipment by advertisement to be inserted
in two newspapers published in Dorchester County and such
other advertisement as they may deem proper, for the per-
formance of the work aforesaid, including heating, and light-
ing apparatus, ventilation of said buildings, and toilets and
other equipment therein, if so decided upon, so as to make
the same complete, and the said Commissions may invite bids
for any one of these items of construction separately or may
invite bids for one or more jointly, in its discretion; said
proposals or bids shall be mailed in sealed envelopes addressed
to the Chairman of the respective Commissions to inviting
said proposals or bids and shall be publicly opened at the time
and place mentioned in said advertisement, the respective
Commissions reserving unto themselves the right to reject
any and all bids, shall award the contract or contracts to
the lowest responsible bidder or bidders, subject to the ap-
proval of the Board of Education of Dorchester County, the
State Superintendent of Schools, and The County Commis-
sioners of Dorchester County, Maryland, upon the condition
that the lowest responsible bidder or bidders give satisfactory
bond to the State of Maryland in such penalty as the said
Commissions shall respectively determine, conditioned for the
