(i) MEETINGS. The Boards shall meet as frequently as in
their respective opinions may be necessary for the public
business; except that in Worcester County they shall meet at
least once each week, in Somerset County they shall meet at
least twice each month, and in Harford County they shall
meet at least fifty times each year.
(j) VACANCIES. In case of a vacancy on an appointive
Board for any reason whatever, it shall be filled for the unex-
pired term in the same manner as the original appointment;
except that in Worcester County the vacancy shall be filled by
the Governor with the advice and consent of the Senate, and
in Harford and Queen Anne's counties the vacancy shall be
filled by the respective boards of county commissioners.
(k) BONDS. In Harford County the members of the Board
shall each give a bond to the county in an amount to be pre-
scribed from time to time by the County Commissioners for
the faithful performance of the duties of their office, the
premium on said bonds to be paid by the Board from the gross
receipts derived from the operation of the dispensaries.
143. BORROWING POWER, (a) WORKING CAPITAL. For
the purpose of providing the Liquor Control Board with an
adequate working capital for acquiring, establishing and
operating a county dispensary, or branch dispensaries, to-
gether with warehouse facilities, as found necessary under
this sub-title, the Board of County Commissioners of each
county is hereby authorized and empowered from time to time
to advance a sum of money to the Liquor Control Board of
such county. Said Board of County Commissioners is hereby
authorized and empowered to borrow upon the credit of the
county in order to advance such monies to said Liquor Control
Board, issuing therefor such notes, certificates of indebted-
ness and/or bonds as in the discretion of the Board of County
Commissioners are found necessary.
(b) LOANS. The Liquor Control Board also shall be author-
ized to borrow money from time to time from any banking
institution, on its own credit. Provided, that the aggregate
sum advanced to and/or borrowed by the Liquor Control
Board shall at no time exceed $5,000.00 in Somerset County,
$8,000.00 in Queen Anne's County, $10,000.00 in Harford and
Worcester counties, $20,000.00 in Kent County, and $25,000.00
in Wicomico County.
(c) REPAYMENT. All sums of money advanced to the Liquor
Control Board by the County Commissioners, and all sums
borrowed by the County Commissioners or the Liquor Control
Board for the purposes of this sub-title, shall bear interest at
