the lowest rate possible, not exceeding six per centum per
annum. All such sums advanced or borrowed, together with
the interest thereon, shall be repaid from the receipts from
sales made at the County Liquor Dispensary, and/or branch
dispensaries. Provided, however, that in Montgomery County
the Board of County Commissioners shall have power to levy
against the taxable property in said county, such sums as may
be necessary from time to time to pay the interest on any
notes, certificates of indebtedness, and/or bonds issued for
the purposes of this sub-title, and to retire the principal
thereof at maturity.

144. COUNTY DISPENSARIES, (a) AUTHORIZED. The
said Liquor Control Boards shall have full power and authority
to establish and maintain stores to be known as "County
Liquor Dispensaries", for the sale of any sparkling or fortified
wine and any other alcoholic beverages containing more than
fourteen per centum of alcohol by volume, in sealed packages
or containers, which packages or containers shall not be opened
nor their contents consumed upon the premises where sold.
Provided, that in Harford County they may sell any such
alcoholic beverages containing more than ten per centum of
alcohol by volume; in Montgomery County they may sell any
alcoholic beverages; and in Kent, Queen Anne's and Somerset
Counties they may sell any alcoholic beverages except beer.

(b) HARFORD COUNTY, In Harford County the county liquor
dispensaries may be established and maintained only at Aber-
deen, Bel Air and Havre de Grace. The building in which
any dispensary in Harford County is located must have a
glass front opening on a public street and must be so arranged
that the interior thereof is at all times subject to the view
of persons passing along the street in front thereof. No chairs
or tables shall be permitted in front of the counter of any
dispensary and no loitering or loafing shall be permitted in
or near any such dispensary. No dispensary shall be oper-
ated nearer than five hundred (500) feet to any church or
one thousand (1000) feet to any public or private school. Said
dispensaries shall not be open on Sundays and on week days
shall be open from 9 A. M. to 9 P. M., or for such shorter period
as the Board may determine.

(b-1) KENT COUNTY. In Kent County the county liquor
dispensaries may be established and maintained at Chester-
town, Rock Hall, Betterton, Galena and any other towns where
a dispensary may be deemed necessary.

(b-2) MONTGOMERY COUNTY. In Montgomery County the
county liquor dispensaries may be established at one or more
locations determined by the Board.
