132A. SELF-CONTINUING BOARD. (a) ALLEGANY
COUNTY. In Allegany County the members of the Liquor
Control Board shall be Walter C. Capper of Cumberland,
Maryland, who shall be chairman of the Board, and Henry
Sweene of Mt. Savage, Maryland, and Fred Crowe of Frost-
burg, Maryland, who shall have terms as such for six, four
and two years, respectively, from date this Act becomes
effective. Thereafter, every two years as the term of one
member thereof is expiring, the two remaining members of
the Board shall name a successor for a new term of six years.
Any person so appointed shall be a resident and voter of
Allegany County, and shall be a person of high character
and integrity and of recognized business capacity. In the
event that at any time any member of the Board shall refuse
or for any reason be unable to serve, the two remaining mem-
bers shall appoint another person for the unexpired term,
agreeably to the provisions of this section. No member may
be appointed for successive terms. All Board hearings shall
be held in the Allegany County Court House in Cumberland,
Maryland.
133. COUNTY COMMISSIONERS EX OFFICIO. The re-
spective Boards of County Commissioners shall ex officio con-
stitute the Boards of License Commissioners in Caroline,
Carroll, Cecil, Dorchester, Garrett, Howard and Kent Counties.
135. MUNICIPAL OFFICIALS EX OFFICIO, (a) ANNE
ARUNDEL COUNTY. In Annapolis, the Mayor, Counsellor and
Aldermen of the City of Annapolis, shall constitute the Board
of License Commissioners for said city. The Board of License
Commissioners of Anne Arundel County shall have no juris-
diction in the City of Annapolis.
136. LIQUOR CONTROL BOARD EX OFFICIO, (a)
HARFORD COUNTY. In Harford County, the Liquor Control
Board is hereby declared to be a State Agency to administer
the provisions of this Article applicable to Harford County,
and as such is clothed with discretionary powers, in granting,
refusing, revoking or suspending licenses for the sale of alco-
holic beverages, within the limits prescribed under this Article.
(b) MONTGOMERY COUNTY. In Montgomery County, the
Liquor Control Board created and appointed as elsewhere in
this Article provided shall constitute ex officio the Board of
License Commissioners for said county.
137. BUREAU OF STATE LICENSES, (a) The Bureau
of State Licenses shall comprise three citizens of the State to
be appointed by the Comptroller, subject to the approval of
