is effective, the Governor, biennially, by and with the advice
and consent of the Senate, if in session, and if not in session,
then the Governor alone, shall appoint three persons who
shall constitute and be styled "The Board of License Com-
missioners for Baltimore City or .............. County", as

the case may be. In making said appointments, the Governor
shall designate one of the appointees in Baltimore City and
each of said Counties to be the Chairman of the respective
Boards. Said Commissioners shall be residents and voters of
Baltimore City or the respective Counties, as the case may be,
and they shall be men or women of high character and in-
tegrity and of recognized business capacity. In the case of
any vacancies in the number of said License Commissioners
in Baltimore City or in any County occuring when the Legis-
lature is not in session, the Governor shall appoint some
eligible person to fill the vacancy during the remainder of the
term of office of the person originally appointed.

(b) APPLICABILITY. This section shall be applicable in Bal-
timore City, and (except as otherwise provided) in Anne
Arundel, Calvert, Prince George's, Talbot, Washington, Wico-
mico and Worcester counties.

(c) TALBOT COUNTY.. In Talbot County the appointments
shall be for terms of six years. The Board shall organize by
electing its own chairman.

(d) WASHINGTON COUNTY. In Washington County the ap-
pointments shall be for terms of six years, and not more than
two of said appointees shall belong to the same political party.

131. APPOINTED BY GOVERNOR. (a) FREDERICK
COUNTY. In Frederick County, the Governor shall appoint a
License Commissioner for Frederick County, who, at the time
of his appointment, shall be a resident and taxpayer of Fred-
erick County and shall have resided in said County for not
less than five years next preceding Ms appointment and be not
less than thirty years of age. During his term of office, he
shall not hold any other position of trust or profit under the
laws of the United States or the State of Maryland. In addi-
tion to his salary, the County Commissioners shall provide
him with such sum as may be necessary to cover office and
other expenses not exceeding one thousand dollars ($1,000.00)
per annum. The Commissioner so appointed shall constitute
the Board of License Commissioners for Frederick County.

132. APPOINTED BY COUNTY COMMISSIONERS, (a)
BALTIMORE COUNTY. In Baltimore County, the Board of
County Commissioners shall appoint annually three persons,
designating one of them as chairman, who shall constitute the
Board of License Commissioners for said county.
