written protest with the Board within thirty days from the
issuance of such rules and regulations. Such rules and regu-
lations, when approved by the State Board of Education and
filed with the Clerk of the Court of Appeals and the Bureau of
Legislative Reference shall have the force and effect of law.

(e) Any person, firm, corporation or association violating
any of the provisions of this sub-title, or violating the rules
and regulations promulgated under the provisions hereof,
shall be deemed guilty of a misdemeanor and fined not less
than fifty dollars ($50.00) nor more than one hundred dollars
($100.00) for each offense.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 490.
(Senate Bill 36)

AN ACT to repeal Section 25 of Article 64A of the Annotated
Code of Maryland (1939 Edition), title "Merit System",
said section authorizing the Governor to issue executive
orders to add to the classified service offices excepted
from or not included in the classified service.

WHEREAS, this section was held to be invalid as authorizing
the Governor to amend a legislative Act by executive order;
therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 25 of Article 64A of the Annotated Code
of Maryland (1939 Edition), title "Merit System", be and it
is hereby repealed.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
