said section relating to recommendations for salary sched-
ules.
WHEREAS, the provisions of this section have been super-
seded by Section 16 of said Article, conferring said duties
on the State Employees' Standard Salary Board; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 14 of Article 64A of the Annotated Code
of Maryland (1939 Edition), title "Merit System", be and it
is hereby repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

(Senate Bill 39)
AN ACT to repeal and re-enact, with amendments, Section 13
of Article 64A of the Annotated Code of Maryland (1943
Supplement), title "Merit System", relating to persons em-
ployed for temporary or seasonal work and emergency em-
ployment.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 13 of Article 64A of the Annotated Code of
Maryland (1943 Supplement), title "Merit System", be and it
is hereby repealed and re-enacted, with amendments, to read
as follows:
13. When from pressure of work an extra position must
be established for a period not exceeding ninety days, the
appointing authority shall make requisition upon the Com-
missioner for the appointment of an extra employee stating
the duties to be performed and the probable length of employ-
ment. The Commissioner shall authorize the appointment of,
with or without competitive examination, a qualified person;
provided, however, that so far as practicable appointment to
extra positions shall be made from the eligible lists; and pro-
vided further that no such appointment shall be made for a
period exceeding ninety days.
An appointing authority or any officer authorized by an
