it shall be sufficient if the prosecution be started within two
years from the last payment by the accused for the mainte-
nance and support of the said bastard child. The issuance
of a warrant by a Justice of the Peace or the filing of a
sworn statement with the State's Attorney, charging a man
with being the father of an illegitimate child, shall be con-
sidered as the commencing or starting of prosecution within
the meaning of this Article.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 65.
(House Bill 127)

AN ACT to repeal and re-enact, with amendments, Section
1039 of the Montgomery County Code (1939 Edition), being
Article 16 of the Code of Public Local Laws of Maryland,
title "Montgomery County", sub-title "Silver Spring", relat-
ing to the levying of a tax on the assessable property in
Precincts 1, 2, 5, 7, 8, 10, 11, 12, 13 and 14 of the 13th
Election District of Montgomery County for maintenance
and support of the Public Library at Silver Spring.

SECTION 1. Be it enacted by time General Assembly of Mary-
land, That Section 1039 of the Montgomery County Code
(1939 Edition), being Article 16 of the Code of Public Local
Laws of Maryland, title "Montgomery County", sub-title
"Silver Spring", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

1039. The County Commissioners of Montgomery County
shall levy a tax of Pour Cents (4c) on each One Hundred
Dollars ($100.00) of valuation of all assessable property
in Precincts 1, 2, 5, 7, 8, 10, 11, 12, 13 and 14 of the Thir-
teenth Election District, known as the Wheaton Election
District in said County, (1) for operation and maintenance
of the Silver Spring Public Library, (2) for the establish-
ment and operation and maintenance of such branches there-
of as may be necessary, and (3) for the purchase, rental,
remodeling or construction of new facilities for said library
when necessary, and which tax shall be collected by the
County Treasurer as other taxes are collected. The proceeds
