tion 477A and to follow immediately after Section 477,
authorizing The Mayor and Council of Hagerstown to pro-
vide for the cleaning and removal of snow and ice from side-
walks, and the cutting and removal of weeds along side-
walks by its own servants, agents and contractors, the
charges for so doing to constitute a lien upon the abutting
property, and providing for an appeal to the Circuit Court
and providing also for the establishment of a minimum
charge for performing the services aforesaid.

SECTION 1. Be it enacted 'by the General Assembly of Mary-
land, That a new section be added to Article 22 of the Code of
Public Local Laws of Maryland, title "Washington County",
sub-title "Hagerstown", said new section to be known as Sec-
tion 477A and to follow immediately after Section 477 and to
read as follows:

477A. The Mayor and Council of Hagerstown may provide
by general ordinance for the cleaning and removal of snow
and ice from the sidewalks within its corporate limits by its
own servants, agents, or contractors, and also for the cutting
and removal of weeds within the area extending between the
curb-line of any street or other highway within said corporate
limits and a line two feet back of the inside walk line of any
such sidewalk, by its own servants, agents, or contractors, the
actual or established minimum cost of cleaning and removing
snow and ice, as aforesaid, and cutting and removing weeds,
as aforesaid, to be collected as are municipal taxes, and said
charges shall be and they are hereby declared to be liens upon
the abutting property after the same have been approved by
an order of the Mayor and Council and a statement thereof
placed in the hands of the City Tax Collector and Treasurer,
provided, however, that the said liens shall not be construed to
be such as against subsequent purchasers of the abutting prop-
erty unless the same shall have been recorded prior to the
date of purchase of the said property. There is hereby reserved
unto the owner of any such abutting property the right of ap-
peal from any such order of approval to the Circuit Court for
Washington County, any such appeal to be taken by serving a
written notice to that effect with said Tax Collector and Treas-
urer who shall thereupon transmit all records of said case,
or an exact copy thereof, to said Circuit Court and the said
The Mayor and Council of Hagerstown are further authorized
and empowered to establish by the general ordinance afore-
said a minimum cost of cleaning and removing snow and ice,
as aforesaid, and cutting and removing weeds, as aforesaid,
of not more than five cents for each lineal foot of sidewalk
from which snow and ice may be so cleaned and removed, or
along which weeds may be so cut and removed.
